What would cause an engine to not start when gotten wet?

My friend drove his subaru impreza outback through some deeper water. It touched the floorboard of the car. Now it wont start. The lights and everything come on but it wont turn over. We are trying to problem solve before taking it to a mechanic, so anyone have an ideas?
