Is it possible to have to pay surfboard baggage fees twice if you have a long layover?

I have a 24 hour layover in Seoul before heading to Bali. I remember one time, I had to grab my bags in Houston (my layover) and check them again for my flight home when I was returning from Peru. Was this only because my connecting flight was a different airline or because it's the U.S and they have different baggage policies? If I had a surfboard with me, isn't it possible I would have had to pay the board fines again? I was planning on trying to sweet talk my solo 6'2 onto my Kore2an Air flight, and I can handle if they aren't having any of it on the way home, I can live with $100, but if there is risk I might have to pay for 2 more legs (Korea to Bali, Korea to home) it's not worth it. I'm basically asking, if I can get my board past the ticket counter in Seattle (home) free of charge, is there any chance I'd have to pay once I get to Korea, if hypothetically I have to pickup my bags in Seoul before moving to Bali? Or do I not have to worry about this since Korean Air is the only airline I'm using for all connections.
